Abstract

This chapter is an account of Ruchi Ram Sahni’s role behind the scenes in the Congress Enquiry Committee Report on the Jallianwala Bagh Massacre of 1919, and a first-person account of the breakdown in negotiations with the Government which culminated in the decision not to cooperate with the Government-appointed Hunter Enquiry Commission. The chapter provides a close-up portrait of the role played by Congress leaders such as Moti Lal Nehru, C.R. Das, Madan Mohan Malviya, and Mahatma Gandhi. It also provides a first-hand account of the start of the Khilafat Movement in the Punjab, with Sahni himself giving up his title at the urging of Shaukat Ali. The chapter concludes with some thoughts on the lead-up to the Non-Cooperation Movement of 1921.
