Abstract

This article discusses the current problem of overcrowding in local and county jail facilities in the United States. Going beyond traditional explanations of the problem, the authors argue that overcrowding is amenable to control by locally elected decision-makers. Policy guidelines are suggested to control the “growth mentality” of criminal justice personnel.
