Abstract

The majority of Mill interpreters hold that Mill was not a socialist, let alone a committed one. The minority associates Mill with the Utopian Socialists. It is argued here that the minority view is correct. Alleged deviations from the socialist script, such as Mill upholding competition, or him failing to advocate government measures lo support cooperatives, turn out to be in line with other Utopian Socialist writers. Neither is it true that his sympathies were merely platonic, nor was Mill ‘apathetic,’lacking the desire and a concept how to bring about socialism. He did devise a system of policy proposals to transform existing society into Utopia.
