Abstract

Abstract In the middle of an icy chemicals labyrinth, a new European Chemicals Agency has been left with the mission of subduing the REACH Minotaur, but will this Agency even be able to survive? After more than seven years of discussions, 2006 was the year the European Parliament (EP) and the Council finally adopted Regulation (EC) No. 1907/2006 on the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) and establishing a European Chemicals Agency (REACH Regulation). Its adoption was accompanied by the highest expectations as a measure that ‘may prove to be one of the most significant measures that [the European Union] has ever taken ‘ and that will become ‘some of the most advanced legislation in the world ‘.
