Abstract

This appendix presents Stalin's New Year's Message to the Japanese People on 31 December 1951 relevant to discussion of elements of the National Police Reserve (NPR)'s internal security role, logistical and supply, training, deployments and links with the civil police. The NPR recruits were taught criminal investigation techniques during a visit to an NPR camp by a Japanese journalist.
