Abstract

With globalization and digital transformation accelerating, IT development companies are considering offshore IT development outsourcing to reduce costs and increase efficiency. IT development is a project that needs to achieve its goals based on limited time and resources. When offshore outsourcing, it faces the challenge of working with people of different cultures and languages in remote mode. Therefore, deciding which partner to outsource is an important decision that determines the project's success. This study aims to present evaluation criteria and their relative weights for selecting IT development offshore outsourcing partners. Based on the characteristics of tasks and literature research, ‘IT development project’, ‘offshore outsourcing’, and ‘non-face-to-face work performance’ were set as the top dimensions, and four sub-factors were derived for each. An AHP survey was conducted among experts from academia, and related public organizations to calculate the relative importance of the proposed selection factors. Despite the contribution of presenting a systematic methodology for partner selection, the comparison of importance with IT companies is addressed as future research.
