Abstract

This paper examines the process involved in the development of issue networks in education and their function in linking activities at Central and Local Government levels and in furthering the development of equal opportunity in education for ethnic minorities. Inspectors, working at both Central and Local Government levels are key individuals in issue networks concerned with equal opportunity in education for ethnic minorities. This discussion analyses those features of inspectors’ roles which make them particularly appropriate for this task.
