Abstract

The Ninth Congress of the International Society for Music Education, held in Moscow, July 7–14, 1970, brought together more than 1,200 delegates and some 1,500 performers from forty countries to focus on the theme “The Role of Music in the Lives of Children and Youth.” Ardis O. Higgins, editor of CMEA News (California), undertook the major task of collecting and evaluating more than seventy papers delivered at the Congress, and of gleaning from them the most pertinent, practical, and provocative statements for presentation in the Music Educators Journal. Of the outstanding papers, the complete texts of three appear on the following pages. In addition, Mrs. Higgins has offered her impressions of the total setting and spectacle of the ISME program. These impressions, along with those of Wiley House-wright, vice-president of MENC, and Karl Ernst, past president of ISME, are the basis of the following introductory report.—Ed.
