Abstract

AbstractThis chapter analyzes whether a significant relationship can be found between Post Disaster Needs Assessments (PDNA) and investment for Disaster Risk Reduction (DRR) and Climate Change Adaptation (CCA). We collected and summarized research trends in the literature regarding the implementation of PDNA in Indonesia and the Philippines and investigated whether discussion leading to investment in DRR and CCA has been made. PDNA has been implemented in both Indonesia and the Philippines for approximately 10 years. A literature review of the relevant articles on the PDNA implementation was conducted aiming to synthesize the findings from previous studies. No clear empirical research findings were identified indicating that PDNA had important significance for investment in DRR and CRR in Indonesia and the Philippines. One reason for this was the difficulty in government agencies skillfully utilizing techniques to incorporate CCA elements into the challenges of PDNA, which highlights disaster contexts rather than climate change issues.KeywordsPost disaster needs assessmentDisaster risk reductionClimate change adaptationIndonesiaPhilippines
