Abstract

Using the British experience of encouraging innovativeness, a triple-element model is proposed for Polish high technology small firms: foreign technology; mixed capital (foreign, socialised and private); and domestic management and manpower. There are many elements of western experience which will not fit into a centrally planned economy but what seems to he needed is a New Technology-based Firms Information Centre, Liaison Offices to improve the flow of expertise and a Technology Transfer Centre. In addition, foreign and private investment should be encouraged.
