Abstract
For insiders, one of the crucial political side-issues of the Prime Minister's historic statement to Parliament on 27th July on The NHS Plan, was whether he would be seen to be stealing the clothes of Health Secretary Alan Milburn outright, or donning them to demonstrate his full endorsement. This emerged from the recently-leaked memo, which showed how insecure the Prime Minister is, and how he wants to be associated with crowd-pleasing initiatives.
