Abstract

This essay investigates the classical claim that Japanese politics is un-Westminster seen in British literature of Japanese politics by applying American literature of positive legislative studies advocated by Shepsle and Weingast. This essay reveals that the rules of the Policy Affairs Research Council (PARC) are highly advanced rational rules and it is shown that the Japanese backbenchers are strong because it is institutional equilibrium in a binary choice situation by party rule makers, but not because it is Japanese culture oriented. In conclusion, it is submitted that Japanese parliamentary system is not un-Westminster, but a derivative form of Westminster systems.
