Abstract

The potential of the precautionary principle (PP) as a democratizing tool and the articulation of a European Union (EU) definition for assisting in resolving some of the misunderstandings surrounding the EU's conception of precaution is discussed. The PP can provide a structured framework to assist in dealing with the difficult questions that risk regulation poses, and, of utilized properly, it may highlight and address environmental/public health concerns without dictating courses of action.
