Abstract

Although hearing loss increases with age, Medicare does not cover the cost of hearing aids, and most states do not require health insurers to cover them. Of the 22 states that do have a health insurance mandate for hearing aids, 18 confine it to children. Even progressive states, like California and Washington, have rejected pediatric hearing aid mandates. Yet the costs associated with hearing impairment are significant, whether it be special education and developmental delay for children, or cognitive decline, and diminished health overall, for the elderly. This short article examines the legal landscape for those with hearing disabilities and asks why they are treated differently than those with other treatable health conditions.
