Abstract
Amid the continuing chaos in Iraq, the government is trying to obtain agreement on a new oil law covering upstream investment and the sharing of oil revenues amongst the 18 provinces of the country. Despite several attempts to draw up new legislation, the government has been unable to obtain sufficient agreement among the various ethnic, religious and other groups to obtain a sufficient majority to allow the country's parliament to pass any new law covering the petroleum industry.
