Abstract

The Governor’s Budget Recommendations for Fiscal Year 2024 are focused on the following prioritie ( Iowa Department of Management [DOM], 2023 ). Supporting Success at School, Promoting Healthy Families and Communities, Building Workforce Through Apprenticeships, Aligning Government to Better Serve Iowans, Combating the Fentanyl Crisis, and Protecting State Investments. Iowa’s unemployment rate has historically been below the national average. As of November 2022, the state unemployment rate was 3.1%, up from a recent low of 2.5% reached in July 2022, but still down 0.8% from one year ago. The national unemployment rate was 3.7%. Iowa’s labor force remains below its pre-pandemic level, albeit it is improving.
