Abstract

Seedlings are already being produced with 4 different methods in the State Forest Nursery Enterprises. These are: Production with the scope of the Project of The Public Workfare Program (PWP), production for forest villagers and cooperatives within the scope of Article 40 of Forest Law No. 6831, production of contracted seedlings with guaranteed purchase and production of tender seedlings under the Public Procurement Law No. 4734. In this study PWP method was examined with the help of interview and surveys. The questionnaire was conducted with 258 workers selected under this program from nurseries across Turkey and 28 forest nursery managers within the scope of the research. According to the findings of this Research the most suitable economic way from the 4 production methods that are applied as an alternative to the traditional method is PWP. However, there are also important negativities and problems related to the method such as the fact that the manager of the nursery has no influence in the determination of the employment period, the lack of word experience due to the chance of workers every year, and employment of persons who are not suitable for nursery work. Measures should be taken to correct these problems urgently.

Materyal ve yöntem

Bunlardan ilki TYÇP kapsamında istihdam edilen fidanlık işçilerine yönelik yapılan ankettir. Bunun için geliştirilen ön formlar kolayda örnekleme yoluyla EOFM’de test edilmiş ve pilot uygulamayla alınan dönütlere göre formlara son şekli verilmiştir. EOFM’de yapılan çalışmalar yüz yüze görüşme yöntemiyle yürütülürken, diğer fidanlık müdürlüklerindeki çalışmalarda ise fidanlık yöneticilerinden yardım istenmiştir. Çalışma kapsamında 2016 yılında 258 TYÇP işçisiyle anket yapılmıştır. Çalışmada kullanılan ikinci anket ise fidanlık müdürlerine yönelik olmuştur. Bu amaçla 28 fidanlık müdürü ile yine 2016 yılında anket çalışması yapılmıştır. Pilot uygulamalar yardımıyla geliştirilen ve son şekli verilen formlar Orman Genel Müdürlüğü tarafından yapılan Fidanlık Müdürleri Seminerinde yüzyüze görüşme yöntemiyle doldurulmuştur. Anket ve diğer arazi çalışmaları tamamlandıktan sonra ise verilerin değerlendirilmesi aşamasına geçilmiştir. Bazı değişkenler arası ilişkiler ise Ki-kare testiyle sorgulanmıştır (Özdamar, 2004)
