Abstract Gamma-ray burst spectra may be produced by relativistic electrons Compton scattering blackbody radiation from the surface of a neutron star. Because an electron encounters fewer and more collimated photons as it moves away from the neutron star, the low-energy part of the cooling spectrum can be strongly suppressed, compared to that for a uniform flux of photons incident on the electron. Using the cooling spectra which include the evolutionary effect, a good fit has been obtained for the spectrum of the gamma-ray burst GB 811016, which is deficient in X-ray photons below about 300 keV and shows a power law up to about 1 MeV.
