The staffs of the Maryland Institute for Policy Analysis and Research (MIPAR) and The Thomas M. Bradley Center for Employment and Training Education and Research contributed mightily. I am especially indebted to Joyce Munns, who took the lead in organizing and shaping the conference and also make many significant contributions to the preparation of this symposium. Courtney Petersen, Stephen Seninger and Barbara Zirkin all provided crucial and timely assistance. Of particular note, is the many, many contributions of Nina von Gunten, who, among other things, labored long and hard and with great dedication typing and retyping manuscripts under very tight deadlines. Diane Bapisteller also provided much needed assistance. Several students in the graduate program in Policy Sciences and the undergraduate program in Political Science at the University of Maryland Baltimore County campus made important contributions.
