Abstract
According to the cief medical officer of health, R. Favre, the civil defense has passed through three successive phases in all countries. The first phase occurred between 1945 and 1949 when the wartime civil defense organizations were left basically unchanged. In effect it was necessary for a new system to be designed which could deal with the effects of atomic devices. From 1950 a new phase appeared, one which could meet the new atomic needs and which was first put into practice by national and international defense organizations. In 1960 we entered the third phase — that of the sophistication of civil defense organizations. Members of the public find it difficult to comprehend the relevance of such a venture and they are reluctant to provide the necessary financial support
