Abstract

This paper proposes an interruptible load management (ILM) scheme for independent system operator (ISO) in deregulated power market using mechanism design with revelation principle. The interruptible load contracts are designed to encourage the participation of customers by revealing their true curtailment costs and providing them sufficient compensation. Besides, the voltage stability margin requirements under normal condition and contingencies are considered when minimizing the overall compensation cost. Impacts of the ILM scheme on voltage stability are studied. The modified 39-bus New England test system is used to demonstrate the effectiveness of the proposed method. (6 pages)
