Abstract

The concept of townscape where community values and identity are sustained by the conservation of the built environment is one that has been both popular and divisive. This paper reviews the attempt by an Australian inner city council to introduce the notion of townscape into its planning form and how it has sought to retain the concept despite legislative change, resistance from developers and state government ambivalence.
