Abstract

ABSTRACT All public libraries face a common policy problem, namely the development of policies that are compatible with both the profession's institutional norms and values and the local community's norms and values. Successful development of public policies maintains community support for the library. On the other hand, unsuccessful development of public policies undermines community support for the library. This research examines a public policy failure in a public library over Internet use policies, and recommends a reexamination of current professional recommendations related to this public policy area.
