Abstract

Complex emergencies are situations that disrupt livelihoods and threaten lives and often take place in difficult political and security environments. When chemical, biological, radiological, nuclear and explosive (CBRNe) risks are involved as well, either as cause or consequence of disasters, response to such emergencies is further complicated. CBRNe incidents have unique implications relating to numerous domains and therefore require an all-hazards approach. In 2009, the University of Tor Vergata created the first academic course in which relevant aspects of complex emergency response in general and CBRNe response in particular are addressed. This article proposes to strengthen this curriculum to better equip students to facilitate timely and effective response to such emergencies.
