Abstract

Despite international attention to global environmental problems, direct and indirect exports and dumping of hazardous waste represent an unprecedented threat to the health and environment of millions of inhabitants in developing countries. The explanation lies in the perception of the problem. Since damages are concentrated mainly in developing countries and the sources in industrialized countries, hazardous waste exports are not given the same priorityas other global environmental problems affecting industrialized and nonindustrialized societies alike. Developed nations have succeeded in limiting several efforts to ban the export of hazardous wastes. The fact that developing nations have few resources to guarantee the safe management of hazardous waste makes its legal and illegal export equally dangerous.
