Abstract

This chapter focuses on the aspiration of Malaysia to become an international education hub and more specifically on the trend of international students coming to Malaysia to pursue higher education. While internationalization of higher education is not a new concept to Malaysian higher education, the aspiration of becoming an international education hub was first articulated in the National Higher Education Strategic Plan 2007–2020, with the target of enrolling 200,000 international students by 2020. This target was further extended to 250,000 by 2025 in the Malaysia Education Blueprint (Higher Education) 2015–2025. Importantly, following the articulation of becoming an international education hub, two additional initiatives were introduced: the Internationalization Policy for Higher Education and the Malaysia Global Reach program using a “soft power” approach. In addition to discussing trends and developments based on international student figures, a SWOT analysis is performed across three levels, national/societal, higher education system and higher education institutions, to examine the strengths, weaknesses, opportunities and threats underlying Malaysia’s pursuit of international student and education hub.
