Abstract
The essence of international legal standards as a legal category of international law, the principles of their formation have been considered. The principles of international regulation of limitations of the national legal regime of human rights have been studied. The general principles of the implementation of the tool for limiting national obligations in the field of observing and ensuring human rights during emergency situations have been reviewed. The minimum requirements for the application of national legal restrictions have been analyzed. The basic principles of international legal standards for regulating the establishment of restrictions on universal human rights have been formulated.
