Abstract

This article discusses the issues of regulation of digital technologies and artificial intelligence at the international level. The article notes that in connection with the development of artificial intelligence technologies, the activities of national governments and international organizations concerning the development of global regulations in engineering and use of artificial intelligence technologies have intensified. The authors of the article conclude that at the present stage there are no global international agreements defining the ways of artificial intelligence development and the boundaries of artificial intelligence systems development. In this regard, the artificial intelligence systems development uncontrolled by the international community can lead to the restriction of generally recognized human rights. The artificial intelligence regulation within the framework of regional supranational associations is not very promising, since the artificial repression of intelligent systems in one region of the world will not lead to similar actions in other regions. Due to the great impact of artificial intelligence technologies on human rights, the developed regulations should be comprehensive for all mankind.
