Abstract
The article considers the experience of formation and development of tourist clusters in foreign countries. The evaluation of clustering of the tourism industry in foreign practice. The regions that have the most developed network of tourist clusters are identified. The analysis of the activities of organizations implementing a comprehensive cluster policy in Europe, identified positive experience and analysis of the need for such an approach in Russia.
