Strengthening the country with science and technology is a new strategy for China's economic development. However, lack of core technology in many fields limits the development of China's innovation. This paper collects and analyzes the data on the input and output of scientific and technological innovation in China, the United States, Japan and other major countries, then puts forward suggestions on how to improve the structure of public financial expenditure on science and technology, how to obtain scientific and technological funds through multiple channels, and how to adjust the structure of personnel engaged in R&D activities.
