Abstract

AbstractA successful supervisory and enforcement system, for the purposes of this draft US-DPRK Treaty, requires a variety of independent but complementary measures and actions. Recognizing the key synergies that exist between the supervisory commission and the parties is critical to the overall success of a treaty regime. Article 23 of this draft Treaty recognizes an international commission as the supervisor for the implementation of the Treaty. This article also suggests forming the final international commission with delegates from the US, two Koreas, China, Russia, and Japan under the supervision of the United Nations. Its final destination is to form the ultimate cross-check system between the parties.
