Abstract

The current study seeks to identify and describe low-risk, medium-risk, and high-risk families within a county jail in Pennsylvania. Using official incarceration data, a subsample of individuals admitted to the jail during September to December 2009 were selected as study participants. Next, 20 years of official incarceration data from 1990–2009 were searched in an effort to identify family members of study participants to determine the level of risk for each identified family. It was hypothesized and found that a small percentage of families would account for a large percentage of jail admissions. A discussion of the financial and social costs of high-risk families to county system resources and communities is provided.
