Abstract

At the Nineteenth All-Union Conference of the Communist Party of the Soviet Union (CPSU), M.S. Gorbachev noted: "The development of our multinational state is, of course, accompanied by an increase in national and ethnic self-awareness. This is a positive phenomenon; but since the new needs arising along with this ethnic self-awareness have not always received due attention, some questions have become more complicated and, in a number of cases, acquired a nationalistic coloration"[1]. It is therefore especially important to study the laws of development of interethnic relations concerning the needs of activating the human factor in the life of our country.
