Abstract

In my testimony before the Ohio Senate Heath, Human Services, and Aging Committee, I first describe how the informed consent provisions of H.B. 125, the Heartbeat Bill, are constitutional and will save lives. I then show that—though the goal of outlawing abortion is one I share—a ban on abortion after an unborn child’s heartbeat is detected is counter-productive because it raises the possibility of more-firmly entrenching Roe’s permissive abortion regime and stopping the pro-life movement’s momentum.
