Abstract

With the incensement of uncertainty and complexity of emergencies, organization cooperation is becoming popular in emergency management. Using 2008 Wenchuan Earthquake in China as case, this paper analyzes interaction of command, information and resource flows of emergency organizations. Based on social network analysis and exponential random graph models (ERGMs), interaction configurations and organization attributes influence of emergency organizations, which described in hypotheses, are tested. The results show that configurations including Entrainment, Mix-2-path, Transitivity and Transitivity-based structural homogeneity are significant statistically in different two network interaction, emergency organizations with same or different attributes are likely to connect through different flows within different contexts.
