Abstract

Service providers face new challenges in designing and managing voice over IP (VoIP) networks with the quality, reliability, and scalability that have been the hallmark of conventional circuit-switched telephony. As carriers evolve their networks, these challenges come to the fore in the inter-networking of the emerging VoIP network segment with the public switched telephone network (PSTN). In this paper, we propose a measurement infrastructure and admission and routing algorithms for efficient and reliable operation of carrier-grade hybrid VoIP and PSTN networks.
