Abstract

ABSTRACTThis paper defines the current state of balance of naval power between the United States and Russia, highlighting the shift in favor of the Soviet Navy. The various alternative weapons systems which could be employed to balance the growing Soviet threat are examined and the conventional surface combatant ship is found to be the most cost effective solution. System level technological improvements are discussed and various goals are identified to enable an increase in capabilities to fulfill future mission requirements without a drastic increase in acquisition cost.
