Abstract
Low-carbon development has become the inevitable choice of China's urban development transformation. However, few researches about the integration of the low-carbon issue and strategic environmental assessment (SEA) have been proposed until now. SEA integrated with low-carbon issues aims to make low-carbon recommendations in the field of urban industrial, energy, transportation, building and living consumption. Based on the discussion, this paper proposed a context-special technological framework of SEA integrated with low-carbon issues.
