Abstract

Outcome measurement is important in documenting the quality and effectiveness of rehabilitation services. Developers of rehabilitation outcome measures must be attuned to the needs of multiple stakeholders in the rehabilitation process as well as trends in healthcare delivery and measurement science. This paper provides a review of challenging issues that confront outcome measurement developers and solutions for integrating multiple stakeholder perspectives. The development process of the Community Participation Indicators (CPI) measure is presented as a case study to illustrate key stages in the instrument development process.
