Abstract

Accurate and fast leak detection and leak localization are critical functions for pipelines. In addition to the economic reasons for leak detection, there are also environmental constraints. Fast acting and reliable leak detection and leak location systems that minimize false alarms and are integrated into the pipeline SCADA system provide the pipeline operators with the real-time information they need to make correct decisions should a problem occur. This paper reviews techniques internal to the pipeline that are commonly used to detect and locate leaks. The pipeline SCADA system provides the common data collection interface where pipeline process information is gathered and displayed. Alarm management is provided as well as visualization of the information generated by the leak detection and leak location systems. Video monitoring can be integrated into the pipeline SCADA system to provide the operator with additional information should process alarms occur. The same video monitoring system can be used for security purposes together with access control. This paper will include the results of leak detection systems integrated in both a gas pipeline and a liquid multi-batch pipeline. It provides some recommendations on how to enhance security and safety through an integrated pipeline management system that combines the SCADA system, leak detection and leak location systems, operator training and video monitoring.
