Abstract

AbstractA set of guidelines for economic development of the Far North is offered. Planning of northern construction projects should be based on a system of models that would consider both direct and indirect development costs. The system includes models of the demographic structure, of the system of proposed industries, of the system of places, and a transport model. Analysis of the transport model suggests that the present transport pattern in the Far North, involving the seasonal operation of waterways in summer and temporary motor roads in winter, should be replaced by year-round operation of large-capacity freight-carrying aircraft. Building costs can be reduced and construction times accelerated by reducing northern projects to assembly sites, where construction elements prefabricated in more developed areas of the Soviet Union and delivered by air would be assembled.
