Abstract
The public safety potential depends on many conditions and factors, most importantly on the social and demographic structure, inequalities, social conflicts, civic society activity and all kinds of institutional and non-institutional state initiatives. Therefore, shaping a sense of responsibility for the public security is in the best social interest and it applies to all citizens. The social capital grows from the social culture in the form of values and norms of coexistence. Social awareness combined with activity, competence and high human qualifications is an indispensable element conditioning the development of a civil society. It depends on the multidimensional cooperation of the public entities, as well as the independence of thinking and the integrity of the citizens themselves. However, the evaluation of the norms of conduct of modern society can be extremely difficult and complex. In the era of moral relativism and the value crisis the need of public security acquire a special significance. In this extremely complex reality the protection of the individual, and especially of the family, against all kinds of social pathology should be a major task for the state and its institutions. Undoubtedly, one of them is court guardianship whose aim is to facilitate the process of resocialisation of minors. It is a legal institution focused on the young offenders and their families which offers them support education and supervision.
