Abstract

The development of public health service in the world and in our country began in the middle of the 19th century. The leading institution of this segment of health system is institute of public health (IPH). The aim of this paper is to analyze the most important changes in the organization and functioning of the IPH in Serbia, within the changes of the health system in the Republic during the lass few years. Analytical and descriptive methods have been used in this paper. The results were obtained by following the work of IPH in the Republic during the last ten years. 24 IPH are currently working on improvement of public health in Serbia (which is for 1 i.e. 4 institutes fewer than in 1998). These health institutions work on a few levels. Health legislative points out their prevention and health promotion work. Regarding the structure, there are five different ways of inner organization of IPH. The number and the structure in particular of employees and associates in these institutions mostly don't satisfy the prescribed standards (12,5% of IPH satisfy the standards). All institutes do not have a centre for health promotion which is the basic unit of public health and prevention. The amount of work done by institutes for the Republic Instrastitute for Health Insurance has been decreasing every year. The quality control procedure was introduced in 2007, in these institutions whereas the other health institutions had done it earlier. There are many problems accompanying obtaining of fess for the work of institutes. Some work is being done regarding the passing of the law on public health. Even though there are some difficulties in their functioning, the IPH remain the most important institutions in the process of protection and improvement of the health of community.
