Abstract

Banten Province is the highest contributor to unemployment in Indonesia, with the education level of the unemployed being graduates of Kejuran High School. This is ironic because almost all Vocational High Schools in Banten Province have implemented the teaching factory program, which is intended to alleviate unemployment in Banten Province. This research focuses and aims to examine and analyze the factors that lead to the implementation of regional potential-based teaching factories in Vocational High Schools (SMK), especially in institutions using the Grindle (1997) theory of institutional strengthening, and formulate a strategy for institutional strengthening of the teaching factory program. The method used is a mixed research method, namely a qualitative approach and quantitative using the Analytical Hierarchy Process (AHP). The results showed that the teaching factory of SMK in Banten Province was not effective because the individual, organizational, and system elements in the institutional strengthening were not optimal. This study also found novelty in other factors that affect the strengthening of vocational school teaching factory institutions in Banten Province, namely budget and technology factors. In addition, this study also succeeded in formulating a strategy by determining the priority scale for institutional strengthening.
