Abstract

Institutional responses to uncontrolled urban cultivation in Harare: prohibitive or accommodative? reviews local government's response to uncontrolled crop cultivation within the urban boundary of Harare. The author reviews institutional responses to urban agriculture in Harare during the colonial period and since Independence in 1980. The final section comments on why local authorities find it difficult to manage urban agriculture effectively and sustainably and suggests some new directions both for policy and for research.
