Abstract

Introduction. The article is devoted to the study of the formation of institutional and innovative changes in the context of globalization challenges. An important role is played by institutions that perform the functions of providing specialized services to economic entities in order to realize their interests better and for the further integration into a single economic macrosystem. The purpose of the study is to substantiate the main provisions of the transformation of the institutional and innovative environment of Ukraine in modern globalization. Results. Based on the existing approaches, it is proposed to consider the institution as a set of laws, rules, norms that regulate public relations, provided by the authorities and institutions that implement them. The analysis of the activity of innovation infrastructures in Ukraine is carried out and their place in the world rankings is determined. The division of the institutional and innovative environment taking into account a number of factors is offered. Based on the 2030 Sustainable Development Goals, the main provisions for the development of innovations and institutions are revealed. Perspective directions of formation of institutional and innovative changes according to the recommendations of the European Economic Commission of the United Nations are formed. A set of public sector intervention policy tools developed in other countries is presented. Conclusions. New approaches to the infrastructure of innovation in Ukraine today are the most pressing issue of organizational support for both domestic research institutions and business organizations. Prospects for further research are to substantiate the assessment of the scale and quality of innovation policy, institutions and processes in Ukraine, taking into account current globalization challenges.
