Abstract

On October 7, 1999, the House passed a managed care bill (H.R. 2723) that would give patients the right to sue their health plans in state courts. The measure was folded into a health tax-and-access bill, and the combined bill now moves as H.R. 2990 to a contentious conference with the Senate, which passed a much narrower bill (S. 1344) in July. The major provisions of these bills of most interest to ENA members follow:
