Abstract

ABSTRACT Relying on an Evaluation Index of Local E-Government Sophistication as well as qualitative and quantitative approaches, the purpose of this study is twofold: (a) Guided by a model of policy innovation and drawing on a series of semistructured interviews with city officials in Seattle, Washington, and Bordeaux, France, it explains the adoption of e-government policies in these cases that are embedded in very different national contexts, and (b) relying on descriptive statistics and multiple regression analysis, it assesses and explains e-government sophistication in Seattle and Bordeaux and among a randomly selected sample of incorporated municipalities in Washington state and communes in the Aquitaine region in France.
