Abstract

Let's talk about water rates and drought problems. If nothing else, droughts bring into sharp focus how resilient a water utility's rate structure is. If you can't collect enough money to operate during a time of shortage, you have to step back and think of other rate constructs. Then there is the adequacy of our collective infrastructures to meet the needs of our customers during good times and drought times. We meet these challenges or we are out of business.
