Abstract
In the article considers aspects of the problem of the formation of the new information society. The systematization of the main approaches to the definition of “information society” is showed: technological, economic, professional, spatial (network), cultural, political. The notion of "information society" is defined as a global society shaped by the intensive development of information and communication technologies, in which the main condition for the well-being of each person and each state is the knowledge gained through unhindered access to information and the ability to work with it, and the exchange of information is not will have neither temporal, spatial and political boundaries. Information policy is implemented on two levels – the state (national) and international. Each national state establishes a national information policy independently, depending on its own socio-economic, political and cultural conditions. The main directions of the national information policy are indicated. The peculiarities of the construction of the state information policy in Ukraine are noted. The state contributes to the development of the information society by creating an acceptable legislative field for the development of information and communication technologies. First of all, it is the Constitution and laws of Ukraine, presidential decrees and government programs and decrees, regulations and orders of ministries and departments, decisions and programs of central and local governments. In the context of European integration of Ukraine, the problem of studying the information society formation experience in the member states of the European Union, as well as the implementation of the EU legal acts norms in the information legislation of Ukraine is actualized. The list of strategic development priorities of Ukraine includes the rights protection, freedoms and security of citizens in the information sphere, the refusal of total information control ideas and the economy innovative branches development, in particular the domestic industry of information technologies, services provision and production of software products.
